Issue 1

Ohio politicians have controlled the redistricting process, which has resulted in some of the worst gerrymandered districts in the nation. Ohio politicians recently implemented voting districts that the Ohio Supreme Court ruled unconstitutional. 

These politicians have drawn districts designed to protect partisan majorities in Ohio’s congressional delegation and in the Statehouse. This means politicians pick their voters by creating legislative districts that virtually guarantee a political party’s advantage for election outcomes.  This partisan gerrymandering process is explicitly prohibited in Issue One, the Citizens, Not Politicians Constitutional Amendment. 

Issue One creates a 15-member independent commission that bans former politicians, political party operatives, and lobbyists from drawing legislative or congressional maps. This independent commission will prevent political gerrymandering and prescribe a process to create fair and impartial districts. The commission's makeup avoids the current partisan imbalance by assuring even representation: five members of the first majority party, five of the second majority party, and five independents.  

If Issue One is approved by voters on November 5, 2024, the new commission must convene beginning May 16, 2025, and must adopt a new redistricting plan by September 19, 2025.
